Luigi Cyclone

The Luigi Cyclone is Luigi's Down B special attack. It is similar to the Mario Tornado. The attack makes Luigi spin around wildly. It can be used as a vertical recovery move by repeatedly pushing B. It is generally perceived as being very difficult to to get the full height due to the number of times the player needs to push B button during the animation. It is not a multi-hit attack, but it can be used as a good knockback attack.
The Luigi Cyclone can travel quickly using the move in Super Smash Bros. Brawl and the vertical recovery distance is both easier to perform than its Super Smash Bros. Melee counterpart and higher in total altitude than his Super Jump Punch. In addition, it is a multi-hit attack. If the Cyclone is used at the peak of Luigi's mid-air jump, it is much easier to gain height.
Luigi can also perform a technique similiar to Koopa Hopping with the Luigi Cyclone. Pressing Down+B right before Luigi touches the ground allows him to instantly use the move again. [1]
